Dr. Saviour Formosa
Senior Lecturer, Institute of Criminology, University of Malta

Topic:
Crime-Mapping in the Maltese Island: Spatial Technology and analytical processes

He has a Ph.D. in spatio-temporal environmental criminology.  Dr. Formosa’s main area of research is spatio-temporal analysis of crime and it social and physical relationships using spatial information systems.  He lectures in various faculties at the University of Malta.  His main expertise lies in the implementation of cross-thematic approaches and uses to the data cycle and management with emphasis in the thematic and spatial data structures, visualization, modeling, web-mapping, analysis and dataflow management and reporting.  He is a Member of the Applied Criminology Centre at the University of Huddesfield.  Dr. Formosa has developed the www.crimemalta.com website which covers ongoing news and crime-related statistics in Malta.

Investigating Performance Enhancing Substances in Sport

Dr Eddie Bliss is a qualified pharmacist and was previously involved mainly in scientific, in the areas of pharmaceutical, medical economic, immunological, chemical & microbiological.  He was also an intelligence operator with training and experience in surveillance, image capture, encryption, burst communications &and security. Serving with a pool of UK Specialist Scientific Intelligence Officers he has contributed to the protection of alliance interests from the threat of chemical & biological weaponry. Eddie has been the Chairman of the Wales & West branch of the ABI for the past 3 years and is currently an Independent Professional Investigator and Expert Witness.

Combating Cross-Border Crime: Instruments and Measures

Donatella Frendo Dimech graduated as a lawyer in 1993 and heads the International Co-Operation in Criminal Matters Division within the Attorney General’s Office, where she has been serving as a prosecutor with responsibility for extraditions and investigations into money laundering and cross border crime since 1997.  She has been the National Member for Malta within Eurojust, the EU’s judicial co-operation unit, since 2005, and serves as an expert on judicial co-operation instruments within European and International arenas.  Dr. Frendo Dimech is also a lecturer and examiner within the Institute of Forensic Studies of the Faculty of Laws.

Mr. Zlatan Novak

Topic:
LIDAR and 3D laser scanning – Bringing the pieces of history back together

Zlatan Novak has a Master’s degree in Satellite and Physical Geodesy from the Faculty of Geodesy, Zagreb University, Croatia (2005).  He gained practical and theoretical experience making his contribution to a family owned company that has been providing full service in the field of geodesy and geoinformatics.  One of his main tasks was exploring and implementing new technologies and methods, such as improving the practical usage of satellite geodesy.  In 2007 he cofounded a company that becomes a technological upgrade to an existing company and research center for new technologies in spatial data acquisition and post processing along with LIDAR systems support and distribution.  In 2007, he starts intensive collaboration with forensic experts, court and state authorities providing a new technology support in 3D forensic reconstructions, implementing new methods of 3D laser scanning acquisition and post processing.  In 2009 he receives his license and becomes a member of Croatian Chamber of Chartered Geodetic Engineers.  In 2010 he becomes a licensed court expert in 3D forensic reconstructions.

Dr. Sandra Scicluna
Senior Lecturer, Institute of Criminology

Topic :
Transnational Crime

Sandra Scicluna is a lecturer with the Institute of Criminology, University of Malta.  Her Ph.D. research was about prison rehabilitation in Malta.  She lectures in the following areas: transnational crime, punishment, substance abuse, the world of corrections, dealing with foreign offenders and organized crime.  She has past experience working as a Probation Officer and was elected as member of the CEP Board.  She is also a member of the Police Academy Board and has acted as an assistant to prisoners on the Prison Appeals Tribunal.  In addition, she acts as a consultant to the Ministry of Justice and Home Affairs and is Deputy National Science Correspondent for CEPOL.  She has produced and contributed to various publications on topics which include: substance abuse, domestic violence and the development of probation and prisons in Malta.

Retired from Kent Police after thirty years service as a Police Officer which included two periods of eleven years seconded to the National Crime Squad.  A career Detective specialising in the covert acquisition of intelligence and evidential products, nationally and internationally, in support of major and serious crime investigations. At the time of retirement held the rank of Detective Superintendent, Head of Covert Support Services and Authorising Officer for Kent Police

International Crime at Sea

Captain Reuben Lanfranco , the current Director of the Malta College of Arts Science and Technology, Maritime Institute, will be presenting candidates with a general idea of international crime at sea reflecting legal aspects related to international maritime law (with particular reference to the UN Convention on the Law of the Sea) as well as topics concerning maritime jurisdiction and maritime law  enforcement operations. Capt. Lanfranco has frequently been engaged as a Court-appointed expert on Maritime Casualty and Incident Investigations. He is also a senior lecturer on Maritime Security, Terrorism, Incident and Risk Management, and Search and Rescue and is also a United Nations, International Maritime Organisation and European Union appointed consultant on Maritime Security and Border Control. Currently, he also holds professional membership in the Institution of Fire Engineers, the Chartered Institute of Logistics and Transport, the Royal Institute of Navigation, the International Federation of Shipmasters’ Associations, the Nautical Institute, the Association of Court Experts (Malta), the Malta Institute of Management and the Malta Maritime Law Association.
